Permittee-Responsible Mitigation

WES’ Hayes Fork Creek Mitigation Site was selected by the Tennessee Valley Authority (TVA) to develop and implement a PRM project to offset impacts to Waters of the U.S. as a result of landfill construction activities at the Cumberland Fossil Plant in Stewart County, Tennessee, about 22 miles southwest of Clarksville. The goal of this mitigation site is to produce a diverse, highly functional stream corridor along Hayes Fork Creek, accomplished through the in-stream restoration of approximately 5,550 linear feet on Hayes Fork Creek, including two unnamed tributaries.

Another objective will involve the restoration of approximately 19 acres of riparian buffer, planting of native hardwood species, exotic species control, and permanent protection and management. The mitigation site, which lies in the Lower Cumberland River watershed (HUC 05130205), will provide the required compensatory mitigation credits for TVA’s project, and offers an opportunity to meet future demand with high-quality mitigation.
